The California State Lottery was established in November of 1984 with a ballot measure of 58% percent of Californians voting in Proposition 37. At first only 37% percent of revenues were to go too Education from the lottery, but after reconsideration in Assembly Bill 142 it was decided that 87% percent of total revenues were to end in state coffers earmarked for Education and returned to the People of California. In 2010 Assembly Bill 142 was created putting California at the forefront of Lottery Management Procedures. The California State Lottery states that no one under the age of 18 play any of California's lottery games.

CALIFORNIA'S MULTI-JURISDICTIONAL LOTTERY

In 2004 Governor Schwarzenegger insisted that as part of the revamping of The California State Government the State would join the Multi-Jurisdictional Lottery Mega Millions. In June 2005 the California Lottery Commission voted in Mega Millions a Multi-Jurisdictional Lottery, but this Lottery differed by being a Statewide Parimutuel Lottery Game, something Mega Millions had not yet done before, also noted California is the only State that does not offer the Mega Millions Megaplier. There was some talk of California joining The Multi-State Lottery Association or (MUSL) as it's know for the popular Lottery Game Powerball, but this idea never worked itself out.

DISTRIBUTION OF LOTTERY FUNDS

Since 1985 $24 billion has been generated for schools throughout the State of California. Local Elected School Boards, and School Officials will administer earmarked Education Funds, Lottery Officials will have no part in the dispensing of Lottery Funds. Per student the Lottery sets aside a certain amount that will not vary per individual, since 1985 Kindergarten through the 12th Grade has received 76.71% percent of lottery spending. Community College's throughout the State of California have received 16.22% percent of earnings. California State University System has received a total of 4.30% percent of the fund. The University of California has received 2.70% percent of the money, and other Educational Ventures consume 0.07% percent of Lottery Proceeds given to Education within California.
